Censer

A censer is definitely not a person who decides what other people than himself are permitted to view. It's just an incense heeder, which is used by officials of the church to produce a thick, book-obscuring smoke. Censers are required to be swung regularly over literature that is deemed a waste of the average person's critical reasoning abilities.
