I'm all for short articles and it's my policy to allow any article to exsist with at least three lines as long as it's relatively good quality. One character doesn't however constitute an article. If I can just butt in here... one or two articles like this are fine, if they have a point (er, better ignore that unintentional pun). But I would be against having article after article of "An article that is only a comma", or "&" with one character of content because it'd just get boring.
